Finance executive joins leadership team as Florida infrastructure and development consulting firm positions for growth
JACKSONVILLE, Fla. (June 18, 2026) – Stephan Baker, CPA, MST, has joined England-Thims & Miller, Inc. (ETM) as Chief Financial Officer, strengthening the firm’s executive leadership team as ETM continues to expand its work across Florida.
Baker brings more than 15 years of experience across finance, capital markets, accounting and tax strategy, with a background supporting real estate, development and infrastructure-related businesses. A Jacksonville native, Baker has held senior finance and tax leadership roles with private-sector development organizations as well as national professional services firms.

Prior to joining ETM, Baker helped lead financial strategy for a large real estate platform as vice president of tax and finance for Corner Lot development group, and brings experience spanning capital markets, disciplined underwriting, financing strategy, fund formation and long-term value creation. He previously worked at EY in Jacksonville, where he served as a senior tax manager and managed a team responsible for international, federal and state tax returns for a Fortune 100 company.
Baker also previously worked for KPMG as a tax manager, including serving as lead manager on a publicly traded Real Estate Investment Trust with a $15.6 billion total market capitalization. Earlier in his career, he worked as a senior tax associate for Smoak, Davis & Nixon.

Baker graduated from The Bolles School in 2003 and attended Towson University in Maryland on a football scholarship, where he earned a degree in accounting. He earned his master’s degree in accounting from Nova Southeastern University in Jacksonville.
